Dr Kachikwu’s leaked letter to President Muhammadu Buhari makes it the 2nd time this year a Director within a parastatal under a ministry will be resisting a federal minister to the clear knowledge of the public. Earlier this year, we all saw how the DG of NHIS Professor Usman Yusuf refused to proceed on suspension even as an investigative panel of inquiry found him culpable of maladministration and mismanagement of the NHIS. No sooner than Professor Adewole’s letter got to Yusuf that he replied the Minister insisting that “although by virtue of section 47 of the NHIS act, you are empowered to give directives of a general nature to the governing council of the scheme and in the absence of the council, you have the presidential mandate to exercise the powers and functions of the council but since the powers and functions of the council do not include discipline , suspension or removal of the Executive secretary of the scheme from office, the directive in your letter under reference cannot find comfort under the said section and presidential mandate”. Any time I read this response and I remember that the president was ill and abroad at this time of suspension; I always ask “must you shoot yourself because you really want to respond?”
Since no one is ready yet to prosecute Yusuf till today for corrupt practices and mismanagement of NHIS ,Another NNPC GMD Dr Maikanti Baru unknowingly to us all has been doing things his way at the NNPC for over a year now, making most senior appointments without the consent of the board, concluding contracts that surpass $20m without board consent against NNPC legal frameworks to the tune of $25bn, attending only his own preferred meetings amongst other unethical and unprofessional acts. Truly there was no part of Kachikwu’s letter that said Baru conspired to embezzle funds. Kachikwu did not also say that Baru initiated the contracts. His emphasis was that he(Kachikwu) was not carried along in line with official frameworks for such awards and appointments.
But the worst part of the letter is that Baru keeps saying Buhari knows about everything he is doing. Now, that is not a minor allegation. Historically, Buhari has consistently displayed two tendencies during his 2 terms as head of state and president that sharply negates Baru’s position- First, abhorrence of corruption and tolerance of his immediate next line at work. With this background, it is glaring that if truly, these contracts and appointments were really made by Baru with Buhari’s consent against Buhari’s renown antecedents, there are several lessons to learn for a New Nigeria to emerge.
First, when experts without character inevitably occupy a space, superior expertise with character must monitor them for efficiency. Buhari knows no jack anymore about today’s oil and gas industry. Stubbornness is not expertise. Stubbornness does not make anyone regret corruption. Only convictions and imprisonments does.
Second, for every wrong endure with action and body language, you will soon be forced to accept it as it grows into a trend. If no one sanctions and punishes one Usman Yusuf of NHIS for mismanagement and insubordination, One Baru of NNPC will do likewise to his Minister of Petroleum too.
Thirdly people should stop believing that Buhari’s ailment and trip abroad has no impact on the governance of our nation. Even one Senator Marafa did stand up in the senate and stated that the senate president should take over the leadership of the country since the president was on medication abroad and his VP was on official visit outside the country. A senator of the Federal Republic of Nigeria did say that in public!
Lastly when I saw the makaruru NNPC board appointment, my first eruption was Aba Kyari again???? Lacunas I conclude in some cases in Nigeria are left deliberately to try permutations. Federal character suddenly became irrelevant for appointing this board. President became Minister for petroleum to okay GMDs works while sidelining Kachikwu . Baru is saying the consent of Kachikwu is not needed on the NNPC board. Presidency is saying that both should stop public altercations without addressing the real issues. Yet, to them, Kachikwu should just sit there and take blames for every fuel scarcity, pipeline vandalisation and insecurity issues in the Niger delta while Baru coordinates the contracts. These things don’t look like errors. They look really well orchestrated and I am beginning to feel the true rays of the Nepotism in Buhari which Junaid Mohammed talked about. With this, It is extremely right that Dr Olisa Agbakoba is suing the Federal Government as the appointments are just a starting point to affirm justice on this letter.
While the letter displayed utmost respect for the office of the president, we need to understand that Buhari’s absence did tolerate inefficiency, insubordination, corruption and nepotism. Until indicted members of the executive are brought to book while the Usmans and Barus get sacked, no one will anymore believe in Buhari’s zeal to fix this country. Zeal does not fight financial crimes in Nigeria. Save the appointments, it is sincerely going to be difficult to indict anyone. Nigeria must deliver herself from cabals and corruption for meaningful development to happen.
